Notes: The DOER biomass report states it requires 13,000 tons of fuel to generate one MW of power, so that a 50-MW plant like Russell would require 650,000 tons of fuel; we report the fuel amounts from biomass plant proposals, although they are likely underestimates. The carbon dioxide emissions value for Russell is that reported in the Environmental Notification Form and corresponds to the higher fuel number, although the Environmental Impact Report subsequently reported a lower fuel number of 510,000 tons.
